The DOB sign-off process is the sequence of inspections and document submissions that legally closes out a NYC construction project. Until sign-off is complete, the space can’t be fully occupied for its intended use — and even after move-in, an unclosed filing can create problems for the landlord and future tenants.
The process generally involves: scheduling final DOB inspections for each trade and the overall alteration filing, submitting required controlled inspection reports and Technical Reports (TR1, TR8, etc.) from licensed professionals, resolving any open objections or violations on the filing, and obtaining the final sign-off letter from the DOB. For larger projects, a Temporary Certificate of Occupancy (TCO) or amended Certificate of Occupancy (C of O) may also be required.
Sign-off can take weeks to months after physical construction is “complete” if documentation is incomplete or inspections weren’t sequenced properly.
